Massachusetts’ Large Building Energy Reporting (LBER): What You Need to Know for 2025
Designed to offer Building Energy Usage transparency to building stakeholders, such as tenants and municipalities, Massachusetts enacted the Large Building Energy Reporting (LBER) law, requiring buildings over 20,000 square feet to report their energy consumption to the Department of Energy Resources (DOER). With key deadlines approaching, now is the time to ensure your compliance and take control of your building’s energy data.
What Is LBER?
Signed into law in 2022, LBER mandates that DOER publicly disclose the energy usage of large buildings, helping stakeholders better understand and manage building performance. Utilities—including electric, gas, and steam providers—will report energy data for building owners, but owners must self-report any additional energy usage, such as:
• Fuel oil
• Propane
• Wood
• On-site solar generation
Key Deadlines & Action Items
March 31st – DOER published the final Covered Buildings List for 2025. This list determines which properties are subject to reporting requirements. Check whether your building is listed
April 2025 – DOER will notify building owners with reporting obligations. If you own or manage a covered property, claim your building to ensure accurate records and compliance.
April 30th – Deadline to dispute inclusion in the MA DOER Covered Buildings List. Building owners can enter a dispute within the BEAM portal.
June 30th – All required energy data must be reported, including information from utility providers and building owners for any additional energy sources.
October 31st – DOER will release LBER disclosure reports, making energy usage data publicly available.
