Coney Landing Achieves Phius Design Certification

The Coney Landing development at 2952 West 28th Street in Coney Island, Brooklyn, recently achieved Phius Design Certification in March 2026, marking an important milestone in the project’s path toward high-performance affordable housing. 

Developed by Settlement Housing Fund and designed by ESKW/Architects, the 15-story building will deliver 179 affordable and supportive housing units to the Coney Island community, including more than 100 supportive apartments for residents in need of stable housing and services. The project is part of the broader Coney Island West redevelopment effort, which will bring approximately 1,100 new homes to the neighborhood. 

Coney Landing’s all-electric design meets rigorous Passive House standards. It incorporates sustainable technologies such as: 

  • a highly insulated, air-tight building envelope with high-performance triple-glazed windows 
  • energy-recovery ventilators that provide constant filtered fresh air 
  • a water-source heat pump using geothermal energy for space heating and cooling, as well as domestic hot water, helping reduce energy use and improve building resilience. 

Bright Power served as the sustainability consultant for the project, supporting the design team in achieving Phius Design Certification. This certification confirms that the building’s design meets the strict energy-efficiency, comfort, and indoor-air-quality criteria established by Phius. By optimizing the building envelope, mechanical systems, and overall energy strategy, future residents will benefit from a healthier, more comfortable, and more energy-efficient living environment. 

Once completed, Coney Landing will stand as a model for how affordable housing can also meet the highest standards of building performance and sustainability. Construction is currently underway, with the development expected to open in 2027.
